As used in this part III C: "Disaster area" means an area proclaimed by the governor to be a disaster area. "Natural disaster" means any disaster caused by seismic or tidal wave, tsunami, hurricane, volcanic eruption, typhoon, earthquake, or flood. "Person" means an individual (citizen and noncitizen), partnership, corporation, and association.
