If one part is invalid, the rest still stands

This section says that if a court decides one part of this water law is invalid, the rest of the law still works. It only covers that one rule. No one has to do anything new because of this section.

The statute, as written — Severability

If any provision of this chapter or the application thereof to any person or circumstance is held invalid, this invalidity does not affect other provisions or applications of the chapter which can be given effect without the invalid provision or application, and to this end the provisions of this chapter are severable.
