State health rules for soil erosion control
The Department of Health must set conservation standards soon after this law passes. If a county does not pass its own soil erosion and sediment control rules within a year, the state will make rules for that county.

The department of health shall adopt conservation standards within ninety days after passage of this chapter. Upon the failure of any county or counties to enact soil erosion and sediment control ordinances within one year from the date of this bill, the department of health shall then, promulgate rules and regulations within one hundred eighty days, to be effective within those counties failing to enact such ordinances.
