HRS §188-44
Getting a license to catch and sell young mullet
The state can give a license to a fishpond owner or operator to catch young mullet (called pua) during the closed season, but only to stock their own pond. The license also lets them sell pond-raised mullet during the closed season. The department can make rules and set fees.
The statute, as written — Licenses for mullet
