Which personnel laws do not apply to these workers

This section says that the usual state personnel laws (chapters 76 to 80 and 88) do not apply to people hired under this part. The only exception is for Social Security rules that come from federal youth program laws. So these workers are not covered by most standard state employment rules.

The statute, as written — Personnel laws; applicability

The provisions of chapters 76 to 80, and 88, except provisions of state law relating to the application of the Social Security Act of the United States to the extent that the Act shall be applicable under the federal law establishing the youth programs, shall not apply to persons employed under this part.
