When this law applies to natural resource violations
This section says that the department can use this law to handle natural resource violations with administrative fines. All divisions of the department can use this process. It applies even if other laws say something different.

Notwithstanding any other provision of law to the contrary, all natural resource infractions that the department identifies as subject to administrative penalties may be adjudicated pursuant to this chapter. This chapter may be applied by all of the divisions of the department.
