This section lets the Department of Business, Economic Development, and Tourism give written advice to any state agency to help coordinate economic development. It is a narrow rule about who can make recommendations and how. No one is required to do anything here.

The statute, as written — Recommendations to agencies

On the basis of submitted reports and such other information as the department of business, economic development, and tourism may obtain, it may, as it deems it desirable for the best coordination and effectiveness of economic development activities in the State, make recommendations in writing to any agency of the state government.
