Housing corporation can make deals with governor's approval

This section lets the housing corporation enter into agreements and work on projects allowed by this chapter, but only if the governor approves first. It overrides a general rule that would otherwise limit this power.

Notwithstanding section 103-7, but with the approval of the governor, the corporation may enter into and carry out agreements and undertake projects or participate in projects authorized by this chapter.
