Political subdivisions can act by resolution

This section lets a county or other political subdivision take any action allowed by this chapter through a resolution passed by a majority of its governing body. The resolution takes effect right away and does not need to be published or posted.

The statute, as written — Action of political subdivision by resolution

All action authorized to be taken under this chapter by any political subdivision may be by resolution adopted by a majority of all the members of its governing body. The resolution may be adopted at the meeting of the governing body at which the resolution is introduced and shall take effect immediately upon the adoption, and no resolution need be published or posted.
