The disaster relief and rehabilitation authorized by this chapter shall be administered by a rehabilitation coordinator who shall be appointed by the governor and shall be directly responsible to the governor. The coordinator shall be chosen from the staff of any state, county, or city and county agency and shall be released with pay from the coordinator's regular duties for the period necessary to perform the coordinator's duties. The reasonable and necessary expenses incurred by the coordinator shall be paid from the funds available or made available to the coordinator.
