State grants to counties for economic development

The statute, as written — State grants-in-aid system established

There shall be a state system of grants-in-aid to the several counties for the purpose of encouraging, stimulating, and assisting the economic development of the several counties by capital improvement projects which are a part of the general plan of the State, or which will reasonably strengthen the economic development of the counties.
