How projects are chosen for this program
County leaders pick which projects to do, with their county council's advice, and the governor must approve them. Projects must fit the state plan or help the county's economy. The state decides which projects are most needed.

The executive officer of each of the several counties, with the advice of the county or city council as the case may be, shall identify the project or projects to be undertaken, in the executive officer's respective county, under this program subject to approval by the governor. All approved projects shall be in agreement with the state general plan or must contribute reasonably to the economic development of the county. These projects shall be approved on the basis of relative need on a statewide basis.
