State programs must follow the state plan

This section says that all state programs must match the goals and policies in this chapter and the approved state plans. The planning director helps the governor make sure this happens.

The statute, as written — State programs

(a) The formulation, administration, and implementation of state programs shall be in conformance with the overall theme, goals, objectives, and policies, and shall utilize as guidelines the priority guidelines contained within this chapter, and the state functional plans approved pursuant to this chapter. (b) The director of the office of planning and sustainable development shall assist the governor in assuring that state programs are in conformance with this chapter.
