How Hawaii starts sister-state partnerships

This section says a commission studies and suggests which states or provinces Hawaii should partner with. The commission sends its suggestions to the legislature. The legislature decides whether to start the partnership by passing a resolution or a law.

The statute, as written — Initiating sister-state relationships

The commission shall evaluate and develop recommendations for the initiation of all sister-state or province partnerships and forward its recommendation to the legislature. The legislature, if it so chooses, shall implement the recommendation to initiate a sister-state or province partnership by either adopting a concurrent resolution or by enacting session law to that effect.
