Who can draw blood for alcohol testing
Only doctors, registered nurses, or people licensed in a clinical lab job can draw blood to test its alcohol level. This rule does not apply to breath tests. Anyone else is not allowed to take blood for this purpose.

No person, other than a physician, registered nurse, or person licensed in a clinical laboratory occupation under section 321-13, may withdraw blood for the purpose of determining the alcoholic content therein. This limitation shall not apply to the taking of a breath specimen.
