Green infrastructure bonds and the state debt limit

Green infrastructure bonds are revenue bonds issued under article VII, section 12 , of the Hawaii State Constitution, and chapter 39, part III, as modified by this part, and the department shall ensure that any bonds issued under this part are excluded from the calculation of the State's debt limit pursuant to article VII, section 13 , of the Hawaii State Constitution .
