Keeping phone service affordable and available for everyone

The Public Utilities Commission must keep basic home phone service affordable and fair. It must help people who cannot afford service or need help getting or keeping it. It must also make sure consumers get the information they need to choose among phone companies and services.

The commission shall preserve and advance universal service by: (1) Maintaining affordable, just, and reasonable rates for basic residential service; (2) Assisting individuals or entities who cannot afford the cost of or otherwise require assistance in obtaining or maintaining their basic service or equipment as determined by the commission; and (3) Ensuring that consumers are given the information necessary to make informed choices among the alternative telecommunications providers and services.
