Governor can hand highway safety programs to counties

The governor may give highway safety programs, or parts of them, to the counties if the governor decides it is good for the public. Each county's program must be approved by the governor. The governor makes this official by a special announcement called a proclamation.

Whenever it is determined by the governor to be in the public interest, the governor may delegate highway safety programs or portions thereof to the counties; provided that the program of each county is approved by the governor. Delegations under this section shall be made by gubernatorial proclamation.
