Rules for backing up a vehicle safely

You cannot back up your car unless it is safe and does not block other traffic. You also cannot back up on the shoulder or road of a controlled-access highway. These rules apply to all drivers.

(a) The driver of a vehicle shall not back it unless such movement can be made with safety and without interfering with other traffic. (b) The driver of a vehicle shall not back it upon any shoulder or roadway of any controlled-access highway.
