Highway work crews are exempt from most traffic rules

This section says that people and vehicles doing actual work on the road surface are not covered by most traffic laws in this chapter, except for the rules in part XI. But once they are driving to or from the work site, the normal traffic rules apply to them.

The statute, as written — Persons working on highways; exceptions

Unless specifically made applicable, the provisions of this chapter except those contained in part XI shall not apply to persons, teams, motor vehicles, and other equipment while actually engaged in work upon the surface of a highway but shall apply to such persons and vehicles when traveling to or from such work.
