How the department makes rules for this law

The department must create rules to carry out this law. It can make temporary rules without following the usual process, but it must hold at least one public hearing first. Those temporary rules can only last up to two years.

The department shall adopt rules pursuant to chapter 91 to effectuate the purposes of this chapter; provided that the department may adopt interim rules to carry out the purposes of this chapter without regard to chapter 91 or 201M; provided further that: (1) The department shall hold at least one public hearing before the adoption of the interim rules; and (2) The interim rules shall be effective for not more than two years after adoption.
