University special and revolving funds: spending above the budget
This section lets the University of Hawaii president approve spending more than the budgeted amount from a special or revolving fund, but only when that fund took in more money than was budgeted for the year. The extra spending cannot go beyond the extra revenue.

In any fiscal year if the amount of revenues deposited into a special or revolving fund of the university exceeds the amount appropriated from that fund for that year, the president may approve expenditures in excess of the amount appropriated, up to the amount by which revenues for that fund exceed the appropriations from that fund for a fiscal year.
