Board cannot create debt against state rules

This section says the board cannot take on any debt that would break the state constitution or count toward the state's total debt. It does not give the board any new power to borrow money.

Notwithstanding any law to the contrary, nothing in this subpart shall be construed to authorize the board to incur any indebtedness contrary to the state constitution or to incur any indebtedness that would be required to be included in the calculation of the total indebtedness of the State.
