State's duties under the compact stay unchanged

This section says that the earlier rules about the commission do not change any duties or rights the State already has under the compact that created the commission. It only protects those existing obligations and rights from being altered.

Nothing contained in sections [304A-3206] and [304A-3207] shall be construed to alter any of the obligations or restrict or impair any of the rights that the State may have under the compact establishing the commission.
