How the Health Department's rules are made and enforced

The Department of Health must follow the state's rule-making process (chapter 91) when creating its rules. Once made, these rules have the same legal power as laws.

All rules and regulations made by the department of health shall be made in conformity with chapter 91. They shall have the force and effect of law.
