Creating a state division for children's mental health

This section sets up a new division inside the health department to manage mental health services for kids and teens. It will work with private nonprofit groups that have contracts with the department and will create special programs for young people.

There shall be established within the department of health a child and adolescent mental health division, which shall coordinate the effective and efficient delivery of mental health services to children and adolescents, including services provided by private nonprofit agencies under contract to the department of health, and be responsible for the development and implementation of centralized and highly specialized programs for children and adolescents.
