The state finance director takes care of all money given to the health department for this program and puts it into a special fund for children with special health needs. Money can only be taken out with official approval from the health director and payment orders from the state comptroller.

The director of finance shall be the custodian of all moneys appropriated for or received by the department of health from any sources whatsoever for the purposes of this part and shall deposit such moneys in the fund for children with special health needs. All expenditures and withdrawals from the fund shall be upon warrants issued by the comptroller of the State upon vouchers properly approved by the director of health.
