Health department can make its own rules

The Department of Health may create an official seal and make rules to run its business. It can change or update those rules whenever it wants. This section gives the department the power to manage its own procedures.

The department of health may adopt a seal and may adopt such rules and regulations as it may consider expedient for the conduct of its business. The department may amend or revise such rules and regulations from time to time.
