Health department can accept donations for mental health

The Department of Health is allowed to take money or gifts from people and other groups, public or private, to help the mental health program. Any donation or grant must actually be used for that program and for the purpose the giver intended, if they said one.

The department of health is authorized to accept donations or grants from individuals and other agencies, public and private, to further the purposes of the mental health program. The donations or grants shall in fact be used for the mental health program and for the intended purpose, if specified.
