HRS §342D-58
Getting help with pollution and drainage problems
The state's environmental director can talk with and advise people whose waste or drainage might pollute state waters, and people planning to change or expand drainage, sewage, or water systems. This section just allows the director to give advice; it does not require anyone to do anything.
