County noise rules and conflicts with state law
This section says counties can pass their own noise control rules under state law. If a county rule conflicts with a state law, the state law's rules for resolving that conflict apply. It does not create new noise rules itself.

The statute, as written — Effect of laws, ordinances, and rules
Any county may adopt ordinances and rules governing any matter relating to excessive noise control as provided in section 46-17, and any conflict between state and county law shall be resolved as provided in section 46-17.
