Appealing a director's decision to environmental court
If you disagree with a decision made by the director, you can appeal to the environmental court in the circuit where you live, have your main business, or where the issue happened. The appeal process follows Chapter 91. A cease and desist order stays in effect during the appeal unless the court says otherwise.

If any party is aggrieved by the decision of the director, the party may appeal in the manner provided in chapter 91 to the circuit environmental court of the circuit in which the party resides or has the party's principal place of business or in which the action in question occurred; provided that the operation of a cease and desist order will not be stayed on appeal unless specifically ordered by [an] environmental court of competent jurisdiction.
