Who can join a lawsuit to enforce these rules

This section says that anyone whose interests could be hurt by a lawsuit about these rules can join that lawsuit. It gives people the right to step in and be part of the case.

Any person shall have the right to intervene in any civil action to enforce the provisions of this part if the person has an interest that is, or may be, adversely affected.
