County rules on asbestos and lead cleanup
This section says that any state or county law that conflicts with this chapter is invalid. Counties can make their own rules about asbestos or lead cleanup, but only if the state department has not already made a rule on that topic. Once the department adopts a rule, any county rule on the same matter becomes invalid.

The statute, as written — Effect of laws, ordinances, and rules
(a) All laws, ordinances, and rules inconsistent with this chapter shall be void and of no effect. (b) Any county may adopt ordinances and rules governing any matter relating to asbestos or lead abatement that are not governed by a rule of the department adopted pursuant to this chapter; provided that any county ordinance or rule relating to asbestos or lead abatement shall be void and of no effect as to any matter regulated by a rule of the department upon the adoption thereof.
