This law wins when other laws conflict

If another law says something different from this chapter, this chapter wins. But if this chapter cannot be legally enforced in a situation, then the other law applies instead.

The statute, as written — Conflicting provisions

Wherever the application of the provisions of other laws conflicts with the application of the provisions of this chapter, this chapter shall prevail, provided that in any situation where the provisions of this chapter cannot be validly enforced the provisions of such other laws shall apply.
