Governor can make rules for this law

This section lets the governor create rules to carry out the law about certain sections. The usual rule-making process in Chapter 91 does not apply to these rules.

The statute, as written — Rules and regulations

For the purpose of carrying out sections 382-3 to 382-5, the governor may prescribe rules and regulations. Chapter 91 shall not be applicable to such rules and regulations.
