Director can make rules to enforce this law
The labor director is allowed to create rules to carry out this law, as long as those rules follow the state's rulemaking process and do not conflict with the law itself. This section just gives that rulemaking power.

In conformity with and subject to chapter 91, the director of labor and industrial relations shall make rules, not inconsistent with this chapter, which the director deems necessary for or conducive to its proper application and enforcement.
