Time limits paused for minors and mentally incompetent people without guardians

This section says that the time limits in this chapter do not start running against a minor or a mentally incompetent person as long as they have no guardian or next friend. Once a guardian or next friend is appointed, the time limit may begin.

No limitation of time provided in this chapter shall run as against any person who is mentally incompetent or a minor dependent so long as the person or minor has no guardian or next friend.
