Director's power to make rules and set payment details

The director of labor can create, change, or remove rules needed to run this health care law. The director can also round payment amounts to whole dollars and decide how employers ask for premium help and when they get paid.

The statute, as written — Rulemaking and other powers of the director

The director may adopt, amend, or repeal, pursuant to chapter 91, such rules and regulations as the director deems necessary or suitable for the proper administration and enforcement of this chapter. The director may round off the amounts specified in this chapter for the purpose of eliminating payments from the premium supplementation fund in other than even dollar amounts or other purposes. The director may prescribe the filing of reports by prepaid health care plan contractors and prescribe the form and content of requests by employers for premium supplementation and the period for the payment thereof.
