Labor unions must be consulted before services are provided

Before any activity under this chapter that serves many union members happens, the agency must talk fully with the union first. This makes sure the union is involved in decisions that affect its members.

Any activity under this chapter which provides service to a substantial number of members of a labor organization shall be conducted only after full consultation with the appropriate labor organization.
