Returning unused education funds after they expire

When money given to the Department of Education is no longer available, any part that was not already committed must be sent back to the state treasury. This must happen within 90 days after the money lapses.

Upon the lapse of an appropriation to the department of education, moneys which remain unencumbered shall be returned to the state treasury within ninety days.
