This chapter shall be liberally construed and applied to promote its underlying purposes and policies, which are as follows: (1) To simplify, clarify, and modernize the laws concerning the regulation, organization, management, and activities of financial institutions in this State; and (2) To provide a comprehensive set of laws applicable to financial institutions.
