Rate adjustments and refunds by the insurance commissioner

The insurance commissioner can change insurance rates to fix overcharges from past years, and can order refunds to certain groups of policyholders. This section gives the commissioner that power.

The commissioner may: (1) Adjust any rate to reflect any excess premiums charged during any premium year, or in any subsequent premium year; and (2) Order a refund to any class.
