Proving you can handle claims as a self-insurer
This section says that to become self-insured, you must prove to the insurance commissioner that you have a licensed adjuster to handle and pay claims quickly. While self-insured, you must send all claims to that adjuster right away. The commissioner can ask you to show you still have this service.

An applicant for self-insurance shall submit proof satisfactory to the commissioner that the applicant has retained an adjuster licensed under this chapter to provide a complete claims service to process and promptly pay claims in accordance with this article and article 13. During the period that the applicant is self-insured, the applicant shall immediately refer all claims to the adjuster for processing. From time to time, the commissioner may require a self-insurer to show that the self-insurer is continuing to maintain an effective claims service.
