This law does not let people sue on their own for breaking it. It also does not take away any right to sue that already exists under other laws. So, it neither creates nor removes legal claims.

The statute, as written — Private cause of action

This article shall not be construed to create or imply a private cause of action for any violation of its provisions, and it shall not be construed to curtail a private cause of action that would otherwise exist in the absence of this article.
