Dealers and auctions cannot sell vehicles they are not franchised to sell

This section says that a dealer or auction cannot sell, or bring into Hawaii to sell, a new motor vehicle unless they have a franchise for that vehicle. It only covers new vehicles, not used ones.

The statute, as written — Prohibited acts for dealer or auction

No dealer or auction shall sell or bring or cause to be brought into this State for purposes of sale any new motor vehicle for which the dealer or auction is not franchised.
