HRS §440-8
Subpoenas and oaths for the commission
This section lets the chairperson or executive officer of the commission issue subpoenas and give oaths, just like a court can. If someone ignores a subpoena or lies under oath, they face the same penalties as in a court case.

The statute, as written — Authority to subpoena witnesses, to administer oaths and penalties
The chairperson or the executive officer may issue subpoenas for the attendance of witnesses before the commission, with the same effect as if the subpoenas were issued in an action in the circuit court, and may administer oaths in all matters connected with the administration of the affairs of the commission. Disobedience of a subpoena and false swearing before the executive officer or the commission shall be attended by the same consequences and be subject to the same penalties as if disobedience or false swearing occurred in an action in the circuit court.
