Treasurer must issue licenses when asked
The county treasurer must give you a license if you apply for one, as long as you meet the rules in this chapter. The county can choose to require licenses for certain businesses listed in another section.

The treasurer, upon the application of any person, shall issue to the applicant any license in this chapter upon the terms and conditions in this chapter set forth, provided that the county shall have the option to license those businesses enumerated in section 445-15(1).
