County development rights rules stay valid

This section says that county rules about buying or transferring development rights are not affected by this part of the law. Any such county rules, whether made before or after this law, remain valid.

Nothing in this part shall be construed to invalidate any provision relating to the transference or purchase of development rights heretofore or hereafter adopted by any county.
