County purchasing rules when no central system exists

This section lets a county's finance director make rules for buying materials, supplies, equipment, and services, but only if the county's charter does not already have a central purchasing system. Any rules must follow the state's procurement law.

The director of finance of each county that does not have any centralized purchasing provision in its charter, may adopt rules and regulations governing the procurement and purchase of materials, supplies, equipment, and services, subject to the requirements of chapter 103D.
